Economic Development Director
Worley has more than 25 years of leadership experience in business growth, economic development, and government relations. In his most recent position as Lancaster County’s (South Carolina) Economic Development Business Retention and Expansion (BRE) Manager, Worley built a successful program, driving industrial growth and securing major business expansions that have generated millions in investments and hundreds of new jobs. His expertise spans site development, corporate recruitment, incentive negotiations, and workforce strategies while working alongside international companies and local businesses to foster long-term economic success.
“I couldn’t be more thrilled about the opportunity to bring my passion and experience to Alexander County as the Economic Development Director,” said Worley. “This community is full of potential, and I am eager to roll up my sleeves and work alongside county leaders, business leaders, entrepreneurs, and residents to fuel innovation, drive economic growth, and elevate the quality of life for everyone. Economic development is a marathon – not a sprint – and I look forward to the challenge.”
Alexander County Manager Todd Herms said he is excited to work with Worley as he leads economic development efforts in the county.

Previously, as Economic Development Manager for the City of Kings Mountain, Worley led transformational downtown revitalization efforts, drafting policies that redefined commercial growth and attracted new businesses. His work on major infrastructure projects, including a $39 million sewer plant and a 1.25 million square foot speculative building, demonstrated his ability to align public resources with private sector needs, strengthening the region’s economic foundation.
During his career, Worley has worked with state legislators, city and county officials, and industry leaders to create dynamic, business-friendly environments. His background as a public speaker, pastor, business owner, and community leader allows him to engage stakeholders at all levels, building momentum for sustainable growth.
“With its strategic location in the scenic foothills of North Carolina’s Appalachian Mountains, Alexander County offers a unique blend of low taxes, affordable sites, and a dependable workforce, all contributing to an exceptional quality of life,” said Worley. “From attracting new investments and supporting local businesses to enhancing infrastructure and further developing a skilled workforce, the possibilities here are endless. Worley earned his bachelor’s degree from the College at Southeastern, holds a certification from Business Retention and Expansion International (BREI), and is currently working on his certification with the International Economic Development Council by attending the University of Oklahoma’s Economic Development Institute. In addition, he holds an NC Brokers License and is a REALTOR who has worked with many developers.
