Description of Work: This position provides Continuous Quality Improvement (CQI) efforts and ongoing program evaluation for the Child Welfare Section at the Department of Social Services. The Quality Assurance Specialist evaluates the work product of direct service social workers in the child welfare section on an ongoing basis to insure the documentation and procedures are in accordance with the state law administrative rule and state and agency policy, standards and procedures. Evaluations will include monthly quality assurance record reviews. The Quality Assurance Specialist will analyze quantitative and qualitative data regarding unmet needs for present and projected services, quality and accessibility of services provided, efficiency and effectiveness of service delivery, and systematic barriers to serving families. The Quality Assurance Specialist will identify worker training needs, and provide a variety of skills-related training and updates to the Social Work Staff on an ongoing basis. The Quality Assurance Specialist will identify targeted training needs of social workers based on the results of work product evaluation. The Quality Assurance Specialist will coordinate training with child welfare supervisors. The Quality Assurance Specialist will provide recommendations for program and/or process improvements including policy/protocol development and or improvements and implementation of best practices. Manages the agency’s Critical Incident Review Process by reviewing all casework related to a critical incident within the Child Welfare Section and report findings.
Position provides support to the Child Welfare Section in the agency’s ongoing quality performance framework. Position will provide technical assistance on interpretation and application on standards and practice issues as applied to Child Welfare services. Position will assist Child Welfare Supervisors in identifying and responding to the changing needs of families and children. Other duties as assigned by the Director.
Work schedule is usually Monday – Friday 8:00 am to 5 pm, the work schedule will include the hours the agency is closed, including weekends and holidays. On-call coverage will be required for one week at a time, Monday-Sunday on a rotating basis with other Child Welfare leadership.
Education and Experience: Master’s degree from an accredited school of social work and two year of social work experience; or a Bachelor’s degree from an accredited school of social work and three years of social work or counseling experience; or Master’s degree in a counseling field and three years of social work or counseling experience; or a four-year degree in a human services field or related curriculum and four years of social work or counseling experience; or graduation from a four-year college or university and five years of experience in rehabilitation counseling, pastoral counseling or a related human service field providing experience in the techniques of casework, group work or community organization; or an equivalent combination of training and experience.
Worker must have completed, all required training as indicated as necessary by the North Carolina Department of Health and Human Services, Division of Social Services including pre-service and in compliance with legislation passed by the 1997 General Assembly which is effective January 1, 1998 in the established timeframes to still be valid.
Experience Preferred: North Carolina Child Welfare Experience.
