Issuance of Request for Qualifications for
Industrial Shell Building
Alexander County is soliciting Statements of Qualifications for architectural services related to the design and construction of an Industrial Shell Building.
Qualifications must be submitted by 2:00 pm on December 5, 2018. Interested firms must respond in writing addressed to Economic Development Director David Icenhour, 621 Liledoun Road, Taylorsville, NC 28681.
Alexander Industrial Park located on N.C. Hwy 90 approximately two miles East of Taylorsville, NC.
Alexander County is soliciting proposals for architectural services necessary to design and build a 50,000 square foot expandable industrial shell building. Building will feature 28’ ceiling clearance and 50 x 50 bay spacing. The scope of work will include:
a. Submit design development drawings to Alexander County for review and prepare construction/bidding documents. Design will include painted tilt-up pre-cast concrete wall panels with dedicated area for office space. A pre-engineered metal option may also be included. Building floor will be unfinished. Roof will be minimum 45 mil TPO. Building will require minimal lighting and electrical sufficient for operation of exhaust fans. Expected number of dock doors will be four dock-high and one drive-in ground level. Parking will be unpaved.
2. Bidding and Negotiation:
a. Prepare advertisement for construction bids, conduct pre-bid meeting.
b. Review bids and negotiate contract.
c. Prepare construction contract.
3. Construction Administration:
a. Provide pre-construction conference.
b. Conduct once per month construction observations.
c. Review and recommend approval of contractor applications for payment.
d. Review and approve shop drawings.
e. Conduct substantial completion and final inspection.
Design phase and bidding to be completed to allow construction to begin April 2019.
The Architect will be selected based on qualifications. Proposals should include an hourly fee schedule for each project team member. The hourly rates should include fringe benefits, indirect costs, and profit. The charge for reimbursable expenses should also be indicated. Upon selection of the most qualified Architect, Alexander County will negotiate a reasonable fee with the successful Architect. If negotiations are not successful, the next most qualified architect will be notified for fee negotiations.
PROPOSAL CONTENT (Max 30 Pages)
The County is seeking to contract with a competent/qualified firm registered to practice in North Carolina that has experience in the following areas and in selecting the firm the selection committee should take into consideration qualification information including such factors as:
1. Specialized or appropriate expertise in the type of project.
2. Adequate staff and proposed team and project manager for the project including location, past performance on similar projects and current workload.
3. Recent experience with project costs and schedules.
4. Construction administration capabilities.
5. Proximity to and familiarity with the area where the project is located.
6. Record of successfully completed projects without major legal or technical problems.
7. Experience with economic development projects and success.
8. Experience working with local government projects and success.
9. Appropriate insurance coverage applicable to the work.
10. Other factors which may be deemed appropriate for the project.
Proposal review committee will consist of Alexander County staff. Proposals will be ranked according to the following criteria:
