Position:Emergency Management Planner
Salary Range:$38,419.99 – $54,286.44(Grade 69)

Description of Work: An employee in this class is responsible for developing, implementing, and evaluating plans, policies, and procedures for special emphasis emergency programs or services provided by the County. Duties include researching and writing plans of response for specific disaster situations such as hazardous material spills, severe weather situations, search and rescue activities, nuclear accidents, terrorist attacks, pandemic events, Strategic National Stockpile activation or any other natural or technological event. Employee will incorporate these plans into the comprehensive plan for the County, assist with the creation of plans developed by other local government entities and private business, and participate in major response and recovery operations. Based on the analysis of operations during an emergency situation, employee makes appropriate changes to existing plans and consult with local officials on the plans. Employee responds to related emergency calls during both normal business hours and after hours as needed. Work is performed under the general supervision of the Public Services Director, and is evaluated through conferences, observation, and the review of work generated.
Education and Experience: Associate’s degree in business management, emergency management or a related field and 2 to 4 years of experience in emergency response services, (Emergency Management, Fire Service, EMS, Public Health or Law Enforcement) including some administrative work experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Candidate must possess a valid NC Driver’s license. Certifications preferred in firefighter, law enforcement, public health, and related disciplines.
Special Requirements: Certified as or ability to maintain certification as a “fit test trainer.” Must have documentation of having completed Incident Command 100 & 200 courses and must be able to complete ICS 300 & 400 within the first year of employment. Obtain NC Certification as an Associate Emergency Manager and Hazardous Materials Operations certification within two years of employment.
